Supplier Quality Control Requirements

QCR 1 Inspection Systems * – The supplier/processor will, at a minimum, implement and maintain a documented inspection system. This system is subject to review by Skookum Aerospace Manufacturing Quality Assurance.

QCR 2 Quality Management Systems * – The Supplier shall maintain a quality system that complies with Aerospace Standard AS9100, “Quality Management Systems – Requirements for Aviation, Space and Defense Organizations.” This QMS system is subject to review by Skookum Aerospace Manufacturing Quality Assurance.

QCR 3 Certificate of Conformance * – Each shipment shall be accompanied by a legible copy, in English, of a Certificate of Conformance with the signature of the responsible representative stating material, process, or article being shipped meets requirements of applicable drawing or specification cited in Purchase Order. Supplier shall include date of manufacture on the Certificate of Conformance.

For Boeing products, suppliers shall ensure that  (A)parts and/or materials were produced under federal aviation administration approved manufacturing and quality control systems/methods as set forth in FAA production certificate 700 issued to The Boeing Company and (B) such parts and/or materials are new and in airworthy condition. Specifications and revisions shall be to the latest release unless otherwise noted. Skookum Aerospace Manufacturing considers the use of AAM (acceptance authority media) as a personal warranty of compliance and conformity to contract requirements.

QCR 4 Material Test Reports * – A legible copy, in English, of material test reports, shall accompany each shipment. Test reports shall be identified with specification number and heat and/or cure lot number and cure date, as applicable. Chemical and physical test reports shall include actual numerical values for each property tested in accordance with the applicable specification. When more than one specimen is required, test results of each are required on the report. Specification and revision shall be shown on each test report furnished. Specification and revision shall be to the latest release.

QCR 5 Shelf Life * – The manufacturing and applicable expiration date must be noted on each individual container and/or certification as applicable.

QCR 6 First Article * – A First Article Inspection (FAI) in accordance with AS/EN/SJAC 9102, shall be conducted and documented by the Supplier. Skookum Aerospace Manufacturing reserves the right to conduct surveillance of the supplier's FAI.

QCR 7 Statistical Process Control *– Supplier/Processor shall perform 100% inspection for an in-process and final inspection. The supplier/processor shall contact Skookum Aerospace Manufacturing Quality prior to implementing statistical methods for product acceptance.

QCR 8 In‐Process Inspection * – In‐Process inspection is required by Skookum Aerospace Manufacturing. When this is required, the specific inspection point(s) in the process will be specified on the Purchase Order. The supplier/processor shall contact Skookum Aerospace Manufacturing and hold the material for in‐process inspection by Skookum Aerospace Manufacturing Quality Assurance.

QCR 9 Parts Identification * – In addition to drawings/specification requirements, all products must be identified with the part number. The manner and location of this identification shall be agreed upon with Skookum Aerospace Manufacturing Purchasing.

QCR 10 Protection Against Contamination or Damage * – On all parts, the surface must have a protective sleeve or equivalent protection. The parts must be boxed, banded, or shipped in a manner that will ensure no damage will occur.

QCR 11 Right of Entry * – Skookum Aerospace Manufacturing reserves the right to enter, observe, record, and or report on any activities at the Supplier during the manufacturing of the Customers Products. This right extends to include all levels of the supply chain and pertinent federal, state or local government agency, including the DoD. These controls apply to the entire supply chain and to Skookum Aerospace Manufacturing supplier sub tiers.

QCR 12 Subcontracting Without Written Approval * – Subcontracting all or substantially all the orders without the written consent of Skookum Aerospace Manufacturing Quality Assurance and Purchasing is prohibited.

QCR 13 SKOOKUM AEROSPACE MANUFACTURING Supplied Drawings * – All engineering drawings provided by Skookum Aerospace Manufacturing are Skookum Aerospace Manufacturing property and must be returned with the order.

QCR 14 NADCAP Approval * – Heat Treat Only: certifications must include evidence of NADCAP approval for heat treating. Finish house only: certifications must include evidence of NADCAP approval for chemical processing. Boeing D1-4426 and Customer-specific processing approvals are also required.

QCR 15 Quality Records * – The supplier/processor shall maintain: record identification, evidence of changes, preservation, availability, accessibility,  and protection from access by unauthorized persons. Supplier/processor shall retain quality records for a minimum of (10) years from the shipment of the last part and dispose of proprietary and sensitive records in a manner that protects them.

QCR 16 Less than AS9100 Supplier / Processor – The supplier/processors who manufacture product complete or provide a service and do not maintain a quality system in compliance with AS9100 latest revision must maintain documented procedures that address the following:

  • (1) Identification and Traceability
  • (2) Control of non‐conforming Material
  • (3) Process Control
  • (4) Measurement and Monitoring of Product
  • (5) Purchasing
  • (6) Supplier/Processor Qualification and Approval
  • (7) Contract Review
  • (8) Verification of Purchased Product
  • (9) Control of Inspection, Measuring, and Test Equipment.
  • (10) Preservation of Product
  • (11) Training
  • (12) Control of Quality Records

This system is subject to review by Skookum Aerospace Manufacturing Quality Assurance.

QCR 17 Revision Control * – Unless otherwise specified, latest revision applies on all listed specifications, drawings, process requirements, inspection/verification instructions, and other relevant technical data.

QCR 18 Supplier / Processor Non‐Conforming Product / Process Notification * – Supplier / Processor must notify Skookum Aerospace Manufacturing of non‐conforming product, to include notification of any non‐conforming product that may have been shipped.  Arrangements must be made to allow for Skookum Aerospace Manufacturing to disposition of all non‐conforming products.

QCR 19 Supplier / Processor Request for Deviation on Product/Process *– Supplier / Processor agrees not to make any change in materials, services or, parts or design details which would affect products or parts or any components thereof regarding:

  • (a) Part Number Identification
  • (b) Physical or Functional interchangeability
  • (c) Repair and overhaul procedures, processes, and material changes which affect these procedures without prior written approval from Skookum Aerospace Manufacturing.

Written authorization must be obtained from Skookum Aerospace Manufacturing prior to any deviations with regards to internal process changes and any requirements stated on the Purchase Order, drawing, specification, or other requirements that are known but not stated.

QCR 20 Flow Down Requirements * – Supplier / Processor shall flow down all applicable documents and requirements to their sub‐tier supplier/processors. The supplier/processor shall inspect or otherwise verify that all materials and/or parts thereof, including those procured or furnished by subcontractors, comply with the requirements of Skookum Aerospace Manufacturing Purchase Order prior to shipment to Skookum Aerospace Manufacturing.

QCR 21 ITAR Requirements * – IMPORTANT/CONFIDENTIAL: This Purchase Order (and any drawings and/or attachments accompanying it) may contain confidential information, including information protected by the United States Government. The information is intended only for the use of the intended recipient(s). Delivery of this Purchase Order to anyone other than the intended recipient(s) is not intended to waive any privilege or otherwise detract from the confidentiality of the Purchase Order. If you are not the intended recipient, or if this Purchase Order has been addressed to you in error, do not read, disclose, reproduce distribute, disseminate, or otherwise use this information. Rather, please promptly notify the sender by phone or e‐mail and then destroy all copies of the Purchase Order and its attachments, if any.

International Traffic in Arms Regulation (ITAR) Warning. Equipment and/or technical data generated or delivered in performance of this contract or Purchase Order may be controlled by the Code of Federal Regulations, International Traffic in Arms Regulation (ITAR), 22CFR, Chapter 1, Part 120, Sections 120-130, and may require an export license before assigning any foreign person or foreign national to perform work under this contract or before granting access to foreign persons or foreign nationals to any equipment/technical data generated or delivered in performance of this contract (See 22CFR, Ch. 1, Section 123). A foreign person is any natural person who is not a lawful permanent resident of the U.S. or who is not a protected individual. It also means any foreign corporation, business association, partnership, trust, society or any other entity or group that is not incorporated or organized to do business in the U.S., as well as international organizations, foreign governments and any agency or subdivision of foreign governments (e.g., diplomatic missions). It also includes any foreign interest and any U.S. person effectively owned or controlled by a foreign interest. A foreign national is any person who is not a citizen or national of the U.S. If you have any questions about the proper application of ITAR restrictions, immediately contact your Skookum Aerospace Manufacturing, Procurement Representative for resolution.

QCR 22 Traceability * – The Supplier shall maintain a system of traceability on all raw materials, purchased components, and manufactured parts used to supply items on this Purchase Order. The Supplier shall provide continuous control throughout fabrication, testing, or calibration.

QCR 23 Processes or Material Changes * – Changes to processes or materials must be approved by Skookum Aerospace prior to implementation of such changes.

QCR 24 Corrective Action * – Supplier expectations for quality and delivery performance are 98% and 96% respectively. Supplier shall, on request, provide statements of corrective actions on failures of Supplier’s product or Quality System when these expectations are not met. Corrective action statements may require approval of Skookum Aerospace Manufacturing, Quality Assurance.

QCR 25 Identification / Shipping * – The supplier shall ensure that all items shipped under this Purchase Order are adequately packaged to prevent damage, contamination or deterioration. Supplier shall use best commercial shipping practices unless otherwise specified in the PO.

QCR 26 Prevent the use of counterfeit parts (see 8.1.4 of the AS9100D / ISO 9001:2015 Standard) * – Establish and maintain a counterfeit and suspected counterfeit part/material program to effectively eliminate the introduction of counterfeit parts into the supply chain.

QCR 27 Employee Awareness * – Establish an awareness program to communicate with employees their contribution to product or service conformity and product safety and the importance of ethical behavior.

QCR 28 Calibration System Requirements* – Supplier shall have a calibration system and their calibration sources must be certified to the latest revisions to ISO 10012, ANSI/NCSL Z540.1, ANSI/NCSL Z540.3, and ISO/IEC 17025.

QCR 29 Boeing Commercial – Regulatory Approvals* –“ Unless explicit contractual direction is given to the contrary, no articles (or constituent parts thereof) ordered by Boeing Commercial Airplane Co. purchased under this agreement shall contain any Federal Aviation Administration- Parts Manufacturer Approval (FAA-PMA) markings and the accompanying paperwork (e.g., packages, shippers, etc.) shall not contain any FAA-PMA markings..”

QCR 30 FOD Prevention Program* – Seller is required to establish and maintain a FOD prevention program in compliance with AS/EN/SJAC 9146 Foreign Object Damage (FOD) Prevention Program -- Requirements for Aviation, Space, and Defense Organizations

QCR 31 Notice of Escapement* – Supplier shall provide a written notification to Skookum Aerospace Manufacturing purchasing and/or quality assurance when a non-conformance is determined to exist, or is suspected to exist, on product already delivered to Skookum Aerospace Manufacturing. Notification shall include:

Affected process(es) or product number(s), names(s) and Skookum Aerospace Manufacturing Purchase Order numbers.

Description of the nonconforming condition and the affected engineering requirement.

Notification must occur within three (3) business days of knowing all the above information.
